Binge drinking seems to occur mostly, I'd guess between 16-20 where it is not legal, so there is still excitment that you have an "adult drink" that Is supposed to be restricted. if the age was lowered, would binge drinking be transferred to 13-15? Probably not to a huge scale I'd guess as these people do not have access to cars to go shopping or to go to parties
